Arturo R. Garino was born in 1952. Son of Caesar Michael Garino of New York and Guadalupe Valdez of Santana, Sonora.He is one of 6 children. Married. Has two children and four grandchildren.Arturo was raised in Nogales, Arizona. Graduate of Nogales High School 1971. Was a three year letterman in track and field. In his senior year he received the Dave Jackson award for his achievements. He is one of the founders of the Junior Olympics in Nogales, Az under then Coach Robert Alexander. He also ran professionally in track and field in Nogales, Sonora for 3 years. After graduating he volunteered and enlisted in the U. S. Navy. He was a member of the track team at the Naval Schools Command in Mare Island, California. He did three west pac tours to Vietnam as a BM2. Upon separation he was a Petty Officer 2nd class. Received an Honorable Discharge. Years later he enlisted with the Army National Guard, as E-5 also receiving an Honorable Discharge. Graduate of San Diego Boot Camp.Attended Pima Community College for 2 years.Graduate of Recruit Fire Training 1 & 2.Graduate of Arizona Law Enforcement Training Academy. Arturo has worked in construction for over 30 years. He is a former City of Nogales firefighter and a former Law Enforcement Officer both in the City and Santa Cruz County. Served as Public Works Director for the City of Nogales under Mayor Cesar Rios, Mayor Marco Antonio Lopez Jr., Mayor Albert Kramer. He is a self taught artist of different mediums and a resident artist with local schools. He manages an Apartment Complex. Arturo started working at a very young age and has since been a very active member in this community.Was a board member of Rebuilding Together formally Christmas in April for 13 years Board President for 7 years. He is a board member of the Humane Society and the Nogales Community Food Bank advisory committee. He also volunteers in several other organizations for the benefit of the community.
Arturo was elected to the City Council seat in 2006. He is the current Vice-Mayor.He sat on the Executive Board of (SEAGO) until Oct 1, 2009 and was appointed to the SETIF board by Governor Janet Napolitano.A few of his accomplishments as councilman are:
He initiated the mosaic street scape program installing ceramic tile mosaics throughout the community.He created the Clean City, Healthy City Initiative that received full support of the City Council in April 2009, for the promotion of tree planting and beautification of the community. He also created the logo and brochure for the initiative.First project was held April 2009, with the community’s support. Over 30 trees and 100's of shrubs and flowers were planted at Kino Park, community cleanup’s were held and trees were donated to all local schools.He initiated the first annual Nogales Night Out in 2009 crime prevention awareness evening where Law Enforcement agencies, organizations and community members came together in unity to say no to crime. Also creating the logo for this annual event. He and council members Hanessian, Valdez and Lopez held successful school supply drives to benefit every local school and will continue this annual drive.
Arturo is committed to maintaining a balanced budget. He is devoted to Nogales and works hard to promote the community. He believes it is important to better the quality of life of all residents through infrastructure improvements, beautification projects and by finding ways to improve the environment. He is currently working on a graffiti abatement project, more neighborhood cleanup’s. He is actively promoting the construction of the new Soccer field that he had started working on with Marco Lopez administration which had later been set aside. When he was Public Works Director he got the support from the SEAGO board for a $500,000.00 enhancement project for Terrace Ave. He would like to assure the completion of this project. He is working on and hoping to get the support of the city council to become Tree City U.S.A. members.
