Vision and Values of the City of Nogales
 
The City of Nogales finds that it is in the community's interest to provide for planned and managed growth in a manner that is economically and environmentally sustainable and to continue to enhance the quality of life and provide opportunity for all people. Specifically, the City of Nogales defines the following goals:

Land Use - To provide for orderly growth and development that respects the integrity of the natural characteristics of the land and its suitability for use. Environment - To acknowledge the public health, economic, and social values and benefits of Nogales' unique environment by protecting its air and water and conserving sensitive land and natural resources.

Coordination - To ensure that municipal and county plans are consistent with each other and coordinated with school boards, that City actions and programs are reflective of those goals, and on issues of regional impact, to require that plans be coordinated and consistent.

Private Property Rights - To ensure that constitutional private property shall not be taken for public use without just compensation having been made and to ensure that the constitutional property rights of landowners shall be protected from arbitrary and discriminatory actions.

Citizen Participation - To require the development of citizen involvement programs that enhances the opportunity for citizens to be involved in all phases of the planning process.

Economic Development - To promote economic development throughout the City that is consistent with municipal and county plans.

Housing - To encourage the availability of affordable housing to various economic segments of the population of this City, promote a variety of residential densities and housing types, and encourage preservation of existing housing stock where appropriate.

Transportation - To provide for the development, funding, and maintenance of an efficient and effective transportation system of multi-modal components that work together to provide the orderly and safe transportation of goods, services, and people and that respects the integrity of the City economy and natural environment.

Neighborhood, Historic and Cultural Preservation - To protect, preserve and revitalize neighborhoods, downtowns, and important natural, cultural, and historic features of the Nogales community to ensure the preservation of the unique heritage, history and prosperity for future generations.

Open Space - To provide for the preservation of open space that where at appropriate is accessible to the public, meets the conservation needs of the land, recreational needs of the residents and protects nearby military facilities from urban encroachment.

Infrastructure Financing - To locate new development only where adequate services, urban and rural infrastructure and facilities are already available or are provided by the advocate(s) of development
